New York Fed President Williams Wait and See Remarks After Soft August ADP Payrolls

New York Fed President John Williams used Wednesday to slow the room down. Markets had spent days pricing a September increase as if the path were already set. Williams said he still wanted more information before judging whether current policy is enough to bring inflation back to target, or whether further action is required.
The timing mattered. Private payrolls from ADP had just printed soft. Hiring cooled. Wage gains for job switchers slowed. Several cyclical industries lost staff. Education and health kept the headline from turning negative. That is not a collapse. It is not a boom either. It is a labour market that no longer argues cleanly for another hike on its own.
Williams framed the bond selloff in a different way from the hike camp. He said rising long yields look like a solid economy, including the buildout around artificial intelligence, more than a panic about prices. That line takes heat out of the “markets are forcing the Fed” story. It also leaves the door open. He did not rule out tightening. He refused to pre commit.
The Beige Book, released the same day, sat in the middle. Activity expanded modestly across most districts. Employment rose only slightly. Prices increased at a moderate pace. Contacts flagged uncertainty from energy, policy, and the conflict abroad. That is a committee document, not a speech. Together with Williams, it says the same thing in two voices. The expansion is intact. The labour impulse is thinner. Inflation risk from oil is still on the table.
Friday’s official payrolls report is now the next political input. A soft print would back Williams and give the September meeting room to wait. A hot print would put the hike camp back in charge and make his caution look like a pause, not a turn. Either way the decision is no longer a one way bet built only on Jackson Hole tone and crude.
For markets the message is narrow. Policy is data first again. The New York president, who votes at every meeting, just said so after a weak private jobs number. That is the political event. The rest is the waiting.
